The 2025 reform eliminated the existing shortcut of investing over one million euros in Romania.
4. Citizenship Through Marriage to a Romanian Citizen
Foreigners married to Romanian citizens apply after five years of legal stay from the date of the marriage and not after eight years. Marriage doesn’t give you anything on its own. The authorities check to see if the relationship is real and the time spent living together is real and constant.
A law introduced in July 2026 would allow spouses who live outside Romania with a Romanian partner to apply if the marriage has been registered in Romanian records for at least ten years. This is a suggestion. It’s not legislation yet.
5. Citizenship for Special Merit
